Two of the nominated Members are Chinese and practically

these two Members may be depended upon to support the Govern-

ment. Another is the Principal Medical Officer of the Garrison

whose opinion may fairly be counted upon as being sound and

unbiassed. The fourth is a gentleman specially chosen for his

fitness, and the remaining two elected Members are gentlemen

who take an active interest in Sanitation. Assuming an enquiring

or even combative attitude on the part of these gentlemen I

consider that it has its uses in keeping the Department up to

the mark, and possibly bringing forward and exposing any

causes that may exist for dissatisfaction.

Doctor Atkinson's retention of the duty of

Visiting Surgeon was at his personal request and came of his

creat interest in the Hospital with which he has been so long

connected, with conspicuous success. I yield to no person in

my desire to see this important measure successful in its

operation and satisfactory to the Community. For the first

time since my advent to the Colony, the keenest interest was

taken in the election of the two elected Members and the

Board has entered upon its work with apparently anxious deter-

mination to thoroughly carry out the provisions of the Ordinance.

I consider that such a Board is more efficient and can carry

out the duties imposed by the Ordinance with less friction

than could any single man. If you consider it advisable that

ano ther Ex-officio Member he added to the Board there will be

no difficulty should you so direct, in replacing the Medical

Officer of Health as a Member.
